The Judges
Arizona Superior Court judges outside Maricopa and Pima Counties are elected countywide in nonpartisan elections to four-year terms; in Maricopa and Pima they are appointed by the Governor from a commission's nominees and then face retention votes. Greenlee County - population under 10,000, the smallest county in this group - elects a single Superior Court judge, Jeremy Ford, who is also its presiding judge, and the county lists him among its elected officials alongside the Sheriff, the Assessor and the Treasurer. Justices of the peace are elected to four-year terms in their precinct; Greenlee has two, Precinct 1 under Grace Nabor and Precinct 2 under Karen Smith, and the county's own jail logs show their work directly, recording bookings for 'JP1 Warrant' and short commitments such as '3 Day Commitment JP1' and '4 day commitment, JP1'. In Arizona it is normally the justice of the peace who sets release conditions at the initial appearance, so in a county this size two elected justices of the peace decide who stays in a jail run by a third elected officer, the sheriff. All the judges are state judicial officers rather than county officials, although the county funds the courts and the Clerk of the Superior Court, Madeline Montoya, is a separately elected county officer. Note the county keeps different hours for its courts than for everything else: county business hours are Monday to Thursday 7 a.m. to 5 p.m., but Superior Court runs Monday to Friday 8 a.m. to 5 p.m.

- Greenlee County publishes prices where almost nobody else does, and publishes no facility name at all. It will tell you that a phone call costs twenty cents a minute, a video visit fifty cents a minute, an instant message fifty cents, a cash deposit $3.25 and a JailATM deposit ten per cent - and it will not tell you what the building those calls are made from is called.

The county publishes a fee schedule for incarceration that includes the line 'Other Agency Holds- $60.00/Day' - a stated per-day rate for holding another agency's prisoner - and its own jail logs record such holds happening, including a 'Courtesty Hold for Graham County' in June 2024 and regular bookings for the Clifton Police Department. What the county does not publish is any agreement or intergovernmental contract; this is the rate without the paper.

The county publishes monthly GCSO Jail Logs as PDFs covering 2018 to June 2024 - every booking with name, date, charge or warrant number, release date and the agency the person was booked for. Rows with no release date show who was still inside when the log closed. That is a far more detailed public record than most counties of any size publish, and it is more than eighteen months stale: the newest log is June 2024. It is a historical booking log, not a list of who is in custody now, so the check fails.

Every regular meeting has a Call to the Public with a three-minute limit per person, and anyone wanting to address another agenda item must file a Request For Public Input form with the Clerk before the meeting starts. The Board's resources page carries Agendas, Minutes, Budgets, a demand processing schedule, the fire district handbook and budget forms, the merit system, personnel policy and purchasing policy.
