The County Commissioners
They pay for the jail. The sheriff runs it.
- What they controlThe detention budget, the building itself, and the agreements that let other agencies rent its beds.
- What they don'tDay-to-day operations. The sheriff is separately elected and answers to voters, not to the board.

Notes on the record
- Saguache County is one of Colorado's smallest counties. Its sheriff's page states plainly that Saguache inmates are now held at the Rio Grande County Sheriff's Department in Del Norte. The county still maintains a 'Saguache County Jail Office' page for inmate mail, telephone and property questions, which is why named is recorded yes.
- The jail office FAQ page describes inmate mail and Securus collect calling but publishes no rates, so fees is recorded no.
- No county budget page was found on the county's own site — the Budget/Financial navigation link resolves to the Treasurer/Public Trustee page, not to budget documents.
- The sheriff documents page at https://saguachecounty.colorado.gov/sheriff-documents is an embedded Google Drive folder whose contents could not be enumerated; no jail, PREA, inspection or bond document was visible in the page itself.
- The state Jail Data Dashboard at https://ors.colorado.gov/ors-jaildata is a state publication under CRS 17-26-118 and does not count as the county publishing.
- Board of County Commissioners. Agendas are posted on a dedicated county page. No dedicated jail tax found.
These three offices decide who sits in a cell in Saguache County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
