The Board of County Commissioners
They pay for the jail. In most counties the sheriff runs it; in some, the county does.
- What they controlThe sheriff's budget, including its separate line for corrections and detention: the sheriff submits it by June 1 and the board may amend, increase or reduce it (Fla. Stat. 30.49). The board also owns the jail building, and it decides by ordinance whether the sheriff or a county corrections department runs the jail (Fla. Stat. 951.061).
- What they don'tDay-to-day operations where the sheriff runs the jail. The sheriff is separately elected, and can appeal the board's budget cuts to the Governor and Cabinet sitting as the Administration Commission. No state agency inspects the jail; peer inspectors from other sheriffs' offices do.
- NoteFive commissioners; the board page says agendas are posted the Thursday before each Monday meeting but gave no direct agenda/minutes URL.

Notes on the record
- Confirmed county-run: osceola.org's Corrections and Jail Services pages say the Osceola County Corrections Department operates the jail. The sheriff's site (osceolasheriff.org) names Sheriff Christopher A. Blackmon and has no jail pages.
- Roster: the county's bond page links its own 'Inmate Population Report' (apps.osceola.org) to search by name for booking details and bond amounts; the app itself is blocked to our reader by robots.txt.
- PREA page posts annual PREA reports for 2023, 2024 and 2025 and the PREA operational procedure.
- Bond page: pay online at OsceolaBail.com by card, through a bail bond agent, or by cashier's check or money order; no cash; release takes about 4-6 hours.
- Fees published: ICSolutions video visits $0.17/minute, remote visits $15 per 30 minutes; commissary deposits $3.00 at the lobby kiosk, $2.95-$9.95 online, $3.95-$10.95 by phone.
- Budget: the FY26 adopted budget book (county site) includes the Corrections Department (384.25 FTEs); our reader did not extract a dollar total.
- Vendors are named but no contract documents are posted; accreditations are stated but no inspection report is posted. No deaths-in-custody material found.
- A county news statement (3 July 2025) says the County Manager agreed to fund a forensic auditor at the Sheriff's request, for the Sheriff's Office budget review — the Sheriff's Office, not the jail.
- County seat not stated as such on any page opened (county administration is at 1 Courthouse Square, Kissimmee).
- What was tried: http(s)://www.osceolasheriff.org and osceolasheriff.org refused before search; apps.osceola.org roster and arrest-report pages blocked by robots.txt.
- State inspection/oversight: Florida requires every county jail to meet the Florida Model Jail Standards and to be inspected each year, but the inspectors come from other sheriffs' offices, not a state agency, and state law does not require the reports to be published.
These three offices decide who sits in a cell in Osceola County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
How much is your sheriff — and your judge — costing you?
Your VOTE is POWERFUL.
The sheriff is elected. So are the county commissioners who pay for the jail, and the judges who set bail.
