The Judges

Kansas decides judicial selection district by district under Kan. Const. Art. 3 §6 and K.S.A. 20-2901. In most rural Kansas counties the district magistrate judge sets bail (K.S.A. 20-302b). Norton County sits in the 17th Judicial District together with Decatur, Graham, Osborne, Phillips and Smith counties; the county's own District Court page (785-877-5720, ntdc@kscourts.org) confirms the district but does not publish a judge's name. The 17th Judicial District elects its district judges on a partisan ballot - the default under Kan. Const. Art. 3 sec. 6. Its voters have not adopted the nonpartisan nominating-commission method available under K.S.A. 20-2901.

The county's own website (nortoncountyks.gov) was opened this session. It names the Norton County Jail, gives its address, and publishes a live inmate roster showing at least one named individual with booking date, charge, and bond amount. Capacity, budget, PREA results, inspection results, inter-agency contracts, general bail-posting guidance, and fee schedules were not found on the pages reviewed.
State-layer finding applies: K.S.A. 75-5228, the 1973 Kansas jail inspection statute, was repealed effective 11 April 1996, and its companion K.S.A. 75-5227 followed 1 July 1996; nothing replaced them. The Kansas Department of Corrections runs no county-jail inspection or standards program.
