Missouri's 1940 Nonpartisan Court Plan applies at circuit level in only six jurisdictions - Clay, Greene, Jackson, Platte, St. Louis County and the City of St. Louis. Capacity scored 'yes' on the published maximum of 265 beds. No average daily population and no current headcount is published, so the daily-population half of that question is unmet.
Roster scored 'no' under the rule that a 'yes' requires a URL actually opened. The sheriff's own pages that were opened do carry an 'In Custody Inmates' link on the county's own domain (cassmosheriff.org/inmates/default.php) plus a Zuercher vendor lookup; the target page itself was refused, so a roster almost certainly is published and simply could not be verified.

No Missouri state agency inspects county jails. The Department of Corrections' inspection authority under RSMo ch. 217 covers state prisons, not ch. 221 county jails.
