Missouri's 1940 Nonpartisan Court Plan — the Missouri Plan — covers the Supreme Court and the Court of Appeals statewide, but at circuit level it reaches only six jurisdictions: Clay, Greene, Jackson, Platte, St. Louis County and St. Louis City. Dade County is not among them, so its circuit and associate circuit judges are elected on a partisan ballot. They are state judicial officers, not county officials. The Dade County directory lists a Circuit Clerk but names no judge and gives no circuit number.

Notes on the record
- Dade County's own domain, dadecountymo.gov, was opened and read in full — both the home page and the complete courthouse directory. Neither carries a jail page, a detention entry, a roster, a budget, or any statement about where county prisoners are held. All ten checks are no. The county was examined; it publishes nothing on the subject.
- Whether Dade County operates a jail of its own, or boards its prisoners with a neighbouring county, could not be established from any Dade County source, and no such arrangement is asserted here in either direction. The county site does not even list the Sheriff's office among its departments, though the directory does name the sheriff.
- The first search for this county returned nothing but commercial inmate-lookup farms — jailexchange, missouriprisons.org, missouriinmates.org and similar. None of them is a source and none is cited. A second search that blocked those domains and dropped the words 'inmate roster' surfaced the real county domain immediately.
- The county publishes no commission agendas or minutes, so there was nowhere on its own site for a board of visitors report or a grand jury jail report to appear.
- No Missouri state agency inspects county jails. The Department of Corrections inspects state prisons under RSMo chapter 217; that authority does not reach chapter 221 county and city jails, and the Missouri Sheriffs' Association is a private association of sheriffs, not a regulator.
