Notes on the record
- Gasconade County was genuinely examined and publishes nothing about detention. Both first-party sites were opened in full: the county's own site (gasconadecounty.org) has only five pages - Home, County Officials, About Gasconade County, The Courthouse, and a road department agreement page - and the Sheriff's Office's separate first-party domain (gcsomo.org) carries phone numbers, an ATV form, a civil service fee schedule and a job application, with no detention section at all. All ten checks are 'no' on the strength of pages actually read, not on failure to reach the site.
- No Missouri state agency inspects county jails. The Department of Corrections inspects state prisons under RSMo chapter 217; that authority does not reach chapter 221 county jails. The only statutory mechanisms are local and lay - a grand jury visit under RSMo 221.300, and a county board of visitors under RSMo 221.320-221.350, which RSMo 221.350 requires to report yearly to the county. Gasconade County's commission agenda and minutes are posted on its home page but the documents could not be opened, so no board of visitors report could be confirmed either way.
