Notes on the record
- Sheriff's site (sheriff.co.jackson.ms.us) names the Adult Detention Center and hosts an inmate lookup sorted by most recent bookings.
- County posts annual budget presentations back to 2009; FY2027 shows ADC $16.1M and Sheriff $14M. The FY2019 budget resolution (Archive ADID=179) also shows separate Sheriff and Adult Detention Center lines.
- Bond guidance is limited to one notice: cash only, at the facility only. Counted as bond_info on that basis.
- PREA credited from the 2019 inmate handbook line telling inmates to report sexual abuse to any staff member; no PREA policy or audit page found.
- No beds, population, year built, construction cost or deaths published; the construction page has only a time-lapse video.
- Phone, video-visit and commissary pages name vendors (NCIC, CorrectPay, TouchPay, iCare) but give no rates. Only fee published is $10 sick call.
- What was tried: sheriff sitemap listed no PREA, bond, statistics, contracts or inspection pages; /355/Statistics returned 404; guessed domain co.jackson.ms.us root refused at first (PROVENANCE_REQUIRED) but opened via search-returned URL.
- State inspection/oversight: Mississippi has no state agency that inspects county jails. The State Department of Health's jail inspections ended when the Legislature stopped funding them in 2017.
These three offices decide who sits in a cell in Jackson County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
