The Judges
Nebraska uses merit selection with retention elections for every level of court, including the county court judges who set bail at first appearance. Under Nebraska Constitution Article V, section 21, the Governor fills a vacancy from a list of at least two nominees from a judicial nominating commission; if the Governor does not act within 60 days the Chief Justice appoints. An appointed judge later faces an uncontested retention vote. Trial courts are the District Court (general jurisdiction, felony trials) and the County Court (misdemeanors, small claims, probate, most first appearances and bail-setting). Judges are state judicial officers, not county officials.

- The county's own PREA audit (October 27-28, 2025, auditor Chris Sweney) found the Buffalo County Jail met all 45 applicable PREA standards with none unmet, and is published as a PDF on the county's own domain — this satisfies both the `prea` and, as a genuine independent inspection result, the `inspections` check.
- The Board of Commissioners page links to "Budget Information" hosted on the state Auditor's site (nebraska.gov), not on the county's own domain, so `budget` is recorded "no" per the rule that only the county's own domain counts.
- Per the state-layer finding for Nebraska, the Jail Standards Board's mandatory annual inspection report goes to the county's governing body under Neb. Rev.
