The County Legislature or Board of Supervisors
They pay for the jail. In most counties the sheriff runs it.
- What they controlThe jail budget, the building itself, and the agreements that rent its beds to other agencies. Several counties also have an elected County Executive. In Westchester a county Department of Correction runs the jail rather than the sheriff.
- What they don'tDay-to-day operations, and state oversight. The sheriff is separately elected and keeps the jail in most counties (NY Correction Law art. 20), while the State Commission of Correction sets the standards, inspects the facility and investigates every death in custody. The five New York City counties have no county sheriff jail at all — the city Department of Correction runs them.
- NoteThe Board has one supervisor for each of the 16 towns, two for the City of Canandaigua and three for the City of Geneva. Its Public Safety standing committee covers the jail.

Notes on the record
- The county's own site names the jail, gives its address and names the sheriff, and the jail is described as a unit of the Office of the Sheriff.
- Roster is recorded as no on purpose. The county's Incarcerated Individual Locator page does not publish its own roster; it sends the reader to the New York State DOCCS lookup, which is a state tool, not the county's roster.
- The county does publish monthly, semi-annual and annual HALT Act segregated-confinement reports, broken down by age, race, gender, health need and days confined, and reports zero segregated confinement for 2023, 2024 and 2025. That does not fit any of the ten checks but is worth recording.
- Two addresses appear: the corrections page gives the Sheriff's Office at 74 Ontario Street, and the jail facility page gives the jail at 3045 County Complex Drive, which matches the state list.
- What was tried: the county domain repeatedly refused our reader, returning robots.txt failures and 429 rate limits; the budget document at DocumentCenter/View/50751 and the sheriff corrections quick-links page were both refused, so budget is recorded as no.
- No capacity, PREA, deaths, inspection, contract, bail-guidance or fee page opened.
- State inspection/oversight: New York's State Commission of Correction oversees every local correctional facility in the state, sets the minimum standards they must meet, inspects them, and investigates every death in custody.
These three offices decide who sits in a cell in Ontario County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
