The County Commissioners
They pay for the jail. The sheriff runs it.
- What they controlThe jail budget, the building itself, and the agreements that send prisoners to a regional jail or rent beds to other agencies. In Cuyahoga and Summit, the elected County Executive and County Council.
- What they don'tDay-to-day operations. The sheriff is separately elected and has charge of the county jail by state law (Ohio Rev. Code 341.01) — unless the county uses a regional jail run by a multicounty board.
- NoteThe commissioners' site cccommissioners.org could not be opened — every attempt failed because the host presents a self-signed TLS certificate. Its agenda-and-minutes page and its 2024 minutes PDFs are known to exist but none could be read.

Notes on the record
- RESCUE PASS: colcountysheriff.com is served over plain HTTP and presents a self-signed certificate on HTTPS, which is why every automated fetch failed. It was read here in full.
- The sheriff's own site has no jail or corrections page at all. Its divisions are Communications, Patrol, Detective, Administrative and Civil, SRT and DTF; the remaining pages are History, Chief Deputy, Phone Contacts, Sex Offenders, Sheriff's Sales, 10 Most Wanted, concealed-carry guidelines, photos, a map and county links.
- So the ten 'no' answers here are an examined finding, not an access failure: the sheriff's own site publishes nothing about the jail.
- columbianacountyjail.com names the Columbiana County Jail and carries visitation and PREA material, but it is neither the county's nor the sheriff's own domain, so nothing on it was scored.
- The county's own site, columbianacounty.org, links the sheriff, the commissioners at cccommissioners.org and the auditor, but carries no jail material.
- Checks are empty because the county was not examinable. The sheriff's own site, colcountysheriff.com (the URL the state association lists), refused every fetch: the host presents a self-signed TLS certificate, so robots.txt could not be fetched and the site is closed to us. The commissioners' site cccommissioners.org failed the same way.
- The only Columbiana County pages that opened were the county's own columbianacounty.org home page, its links index and its history page. None of them carries any jail, budget or roster material, so scoring ten 'no's would have been a false record of a county nobody could examine.
- The county's history page is the source for the county seat: 'New Lisbon (Lisbon) was made the county seat over the opposition of East Liverpool'.
- columbianacountyjail.com opened and names the Columbiana County Jail, its address, its video-visitation arrangements and a PREA policy and reporting routes, but it is not the county's or the sheriff's own domain, so nothing from it was scored.
- What was tried and refused: http://www.colcountysheriff.com/ (self-signed certificate), http://www.cccommissioners.org/ and its agenda-and-minutes page and 2024 minutes PDFs (self-signed certificate / robots fetch failure), and the state's 2024 Columbiana County jail inspection letter PDF (404).
- The sheriff's name was not confirmed on any county page.
- State inspection/oversight: Ohio's Department of Rehabilitation and Correction, through its Bureau of Adult Detention, inspects full-service county jails each year against the Minimum Standards for Jails in Ohio (Ohio Adm. Code 5120:1-8) and publishes the reports on its own website. The 2024 Columbiana County Jail annual inspection letter listed on the state's site returned a 404 and could not be read.
These three offices decide who sits in a cell in Columbiana County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
How much is your sheriff — and your judge — costing you?
Your VOTE is POWERFUL.
The sheriff who runs this jail is elected. So are the commissioners who pay for it.
