The County Commissioners
They pay for the jail. The sheriff runs it.
- What they controlThe jail budget, the building itself, and the agreements that send prisoners to a regional jail or rent beds to other agencies. In Cuyahoga and Summit, the elected County Executive and County Council.
- What they don'tDay-to-day operations. The sheriff is separately elected and has charge of the county jail by state law (Ohio Rev. Code 341.01) — unless the county uses a regional jail run by a multicounty board.
- NoteCommissioners named on the county page: Erica C. Crawley, John O'Grady and Kevin L. Boyce. Agendas for the general and briefing sessions are published on the county site.

Notes on the record
- Franklin runs two corrections centers and both are named on the sheriff's own site, with addresses and facility commanders.
- 'budget' rests on the county's own 2026 Residents' Guide to the Budget, which states "The Sheriff's Office budget is the largest portion at $257 million".
- The booking search at fcsojmsweb.franklincountyohio.gov is the sheriff's own public in-custody lookup and opened directly.
- The inmate information page says "Any bond information should still be obtained through the Clerk of Courts office", and the Clerk of Courts site publishes no bail or bond guidance, so 'bond_info' is 'no'.
- No PREA page, deaths-in-custody record, county-posted inspection copy or published contract was found on the sheriff's or county's site; the Professional Services Bureau names Armor Healthcare as the medical contractor but posts no contract.
- Virtual visits are two free a week with further visits purchasable, but no rate is published, so 'fees' is 'no'.
- The sheriff publishes annual reports for 2015-2024; the PDFs were not read for this entry.
- State inspection/oversight: Ohio's Bureau of Adult Detention inspected the Franklin County Corrections Center II (FCCCII) in 2024 under the Minimum Standards for Jails in Ohio (Ohio Adm. Code 5120:1-8); the report is published on the state's site, dated 15 April 2025. The report PDF linked from that page (2024_FCCCII_FinalLtr.pdf) returned 404 when we tried to open it.
These three offices decide who sits in a cell in Franklin County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
