The Sheriff
Sheriff Roy E. Miller
- Runs the jailNo — Fulton County is a member of the Corrections Center of Northwest Ohio (CCNO) at Stryker, a multicounty jail run by a corrections commission; the county's own sheriff pages say nothing about a jail

The Judges
Ohio common pleas judges are elected to six-year terms; municipal and county court judges also set bail for people arrested in their areas. They are state judicial officers, not county officials.

The County Commissioners
They pay for the jail. The sheriff runs it.
- What they controlThe jail budget, the building itself, and the agreements that send prisoners to a regional jail or rent beds to other agencies. In Cuyahoga and Summit, the elected County Executive and County Council.
- What they don'tDay-to-day operations. The sheriff is separately elected and has charge of the county jail by state law (Ohio Rev. Code 341.01) — unless the county uses a regional jail run by a multicounty board.
- NoteThe commissioners' page publishes agendas and minutes from 2010 to the present, but names of the current commissioners were not returned by the pages we opened.

Notes on the record
- Fulton County's elected sheriff does not run a jail. Prisoners go to CCNO at Stryker, governed by a corrections commission for the five member counties and member municipalities; CCNO's own site lists Fulton County among its jurisdictions.
- Every 'yes' here was judged on CCNO's own site, which is first-party for its member counties. Nothing on Fulton County's own domain that we opened — the sheriff's page, the mission statement page, the county resource guide — mentions CCNO, a jail, an inmate search or bond.
- 'contracts' rests on CCNO's 2025 annual report (207 contracted beds; US Marshals Service and City of Findlay named as bed contractors); 'fees' rests on the single published phone charge, a $25 service fee for attempted three-way calls.
- The county seat, Wauseon, is confirmed by the county's own resource guide (county commissioners at 152 South Fulton Street, Wauseon; Courthouse Plaza, Wauseon).
- What was tried: the sheriff URL given in the prompt (fultoncountyoh.com/fcso/) and several other county pages were refused by robots.txt failures on repeated attempts; the pages that did open are cited above.
- State inspection/oversight: Ohio's Department of Rehabilitation and Correction, through its Bureau of Adult Detention, inspects full-service county jails each year against the Minimum Standards for Jails in Ohio (Ohio Adm. Code 5120:1-8) and publishes the reports on its own website.
These three offices decide who sits in a cell in Fulton County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
