The County Commissioners
They pay for the jail. The sheriff runs it.
- What they controlThe jail budget, the building itself, and the agreements that send prisoners to a regional jail or rent beds to other agencies. In Cuyahoga and Summit, the elected County Executive and County Council.
- What they don'tDay-to-day operations. The sheriff is separately elected and has charge of the county jail by state law (Ohio Rev. Code 341.01) — unless the county uses a regional jail run by a multicounty board.
- NoteBoard page could not be opened; the county domain repeatedly refused robots.txt. Commissioner Glenn Miller holds Henry County's commissioner seat on the CCNO board.

Notes on the record
- Regional jail county: the elected sheriff does not run a jail. Henry County is one of five member counties of the Corrections Center of Northwest Ohio at Stryker, with 37 of CCNO's 576 funded beds. No separate Henry County holding facility was found - but see the access note below, since the county's own site could not be opened at all.
- All ten checks were judged on the regional jail's own site, ccnoregionaljail.org, which is first-party for its member counties. None could be judged on Henry County's own domain.
- What was tried on the county side: the BSSA start URL http://www.henrycountysheriff.com failed TLS - the certificate does not cover that hostname. henrycountyohio.gov was refused on every attempt (robots.txt could not be fetched or parsed), including /190/Sheriffs-Office, /173/Facilities-Maintenance and /229/Board-of-Commissioners.
- The sheriff's name comes from CCNO's own Board Members page, which lists Marc Ruskey as Henry County's sheriff - not from a Henry County page.
- PREA: CCNO publishes a sexual assault and misconduct policy, an annual sexual abuse report and a PREA audit report, with 2024 figures of four reported incidents.
- Contracts: the budget page sets out bed allocations sold to other agencies - 202 beds to the U.S. Marshals Service and 5 to the City of Findlay - alongside the five member counties.
- Fees: the phones page publishes a $25 service fee for an attempted three-way call, and the commissary page publishes weekly spending limits of $100 (or $110 for facility workers). Per-minute call rates are not published; they sit behind the ConnectNetwork account link.
- Roster: CCNO publishes an Active Offenders list as a downloadable PDF from its Inmate Search page.
- No bond or bail guidance and no deaths-in-custody material were found. CCNO describes ACA and state audit cycles on its home page but posts no inspection report, so inspections is 'no'.
- No executive director or jail administrator is named on the CCNO pages opened.
- The county seat is not recorded from a page we opened, so seat_source is empty.
- State inspection/oversight: Ohio's Department of Rehabilitation and Correction, through its Bureau of Adult Detention, inspects full-service county jails each year against the Minimum Standards for Jails in Ohio (Ohio Adm. Code 5120:1-8) and publishes the reports on its own website.
These three offices decide who sits in a cell in Henry County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
