The County Commissioners
They pay for the jail. The sheriff runs it.
- What they controlThe jail budget, the building itself, and the agreements that send prisoners to a regional jail or rent beds to other agencies. In Cuyahoga and Summit, the elected County Executive and County Council.
- What they don'tDay-to-day operations. The sheriff is separately elected and has charge of the county jail by state law (Ohio Rev. Code 341.01) — unless the county uses a regional jail run by a multicounty board.
- NoteThe county site refers to the Montgomery County Board of County Commissioners; no agenda/minutes page was reachable (several county pages are blocked to our reader by robots.txt).

Notes on the record
- Sheriff Rob Streck is named on the sheriff's own site, matching the state association directory.
- The sheriff publishes the jail's full PREA audit report (audit of 14-15 April 2023), which gives a designated facility capacity of 903 and an average daily population of 611.77.
- Bond: 'Bond may be posted 24 hours a day, 7 days a week at the Inmate's Property Room Window in the lobby of the Montgomery County Jail.' The same page states a bail surcharge under Ohio House Bill 1 that can reach $85.00 per bond, and that lobby video visits are at no cost.
- The in-custody roster is at mont.miamivalleyjails.org, linked from the sheriff's jail pages as the county's roster.
- Vendors are named but no contract documents are posted: ARAMARK Correctional for food and commissary, NaphCare for medical, Pay Tel Communications for phones. Counted as 'no' for contracts.
- Budget: the county's Office of Management & Budget page and an 'Adopted Budget Publications' page exist at mcohio.org, but the budget document links themselves were blocked to our reader by robots.txt, so no budget document could be opened and the check is 'no' rather than a finding about what the county publishes.
- The sheriff's 2024 Annual Report PDF opened but contained no machine-readable text for our reader.
- County seat recorded as Dayton; the jail and sheriff's office are at 345 W. Second Street, Dayton, but no page we opened uses the words 'county seat'.

- The state's 2022 inspection report gives the jail's address as 330 W Second Street, Dayton, and a general housing capacity of 903 beds, matching the PREA audit's designated capacity.
- State inspection/oversight: Ohio's Bureau of Adult Detention inspected the Montgomery County Jail on 19 October 2022 under the Minimum Standards for Jails in Ohio (Ohio Adm. Code 5120:1-8); the report, published on the state's site, says the jail 'is in compliance with 100% of the Essential Standards and at least 90% of the Important Standards meeting the requirements of a "Compliant Jail".'
These three offices decide who sits in a cell in Montgomery County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
