The County Commissioners
They pay for the jail. The sheriff runs it.
- What they controlThe jail budget, the building itself, and the agreements that send prisoners to a regional jail or rent beds to other agencies. In Cuyahoga and Summit, the elected County Executive and County Council.
- What they don'tDay-to-day operations. The sheriff is separately elected and has charge of the county jail by state law (Ohio Rev. Code 341.01) — unless the county uses a regional jail run by a multicounty board.
- NoteThree-member board: Mike Tinlin (President), Jill Crawford (Vice President) and Sabrina Christian-Bennett. Weekly agendas and minutes are published.

Notes on the record
- The Buckeye State Sheriffs' Association start URL, co.portage.oh.us/sheriff.htm, is a stale legacy page: it still names David W. Doak as sheriff. The live county site (co.portage.oh.us redirects to portagecounty-oh.gov) names Bruce D. Zuchowski, matching the association directory. The live page wins.
- The sheriff's Corrections Division page names the Portage County Jail, gives its address, says it opened in May 1995 and describes it as a 24-hour full-service facility for adult men and women.
- The same page gives clear bond guidance: bonds are paid at the Clerk of Courts office at the Ravenna Courthouse weekdays 8:00 a.m.–4:00 p.m., and municipal court bonds are taken at the jail after 5 p.m. on weekdays and any time at weekends.
- The county's FY 2027 tax budget, published by the commissioners, carries a '700 COUNTY SHERIFF' line — $21,737,510 personal services and $4,595,100 other expenses estimated for 2027. There is no separate jail or corrections fund line in it.
- No rated capacity, inmate roster, PREA material, death-in-custody record, inspection copy, contract or fee schedule was found anywhere on the county domain. The sheriff's Useful Links page was opened in full and carries none of these.
- Inmate phone, deposit, visitation and commissary services are contracted to IC Solutions, named on the Corrections Division page, but no rates and no contract document are published, so 'fees' and 'contracts' are both no.
- County seat: no Portage County page we opened states the seat outright. The sheriff's Corrections Division page names the county courthouse as the 'Ravenna Courthouse', and the auditor's and budget offices are at 449 S. Meridian St., Ravenna — that is the basis for recording Ravenna.
- State inspection/oversight: Ohio's Department of Rehabilitation and Correction, through its Bureau of Adult Detention, inspects full-service county jails each year against the Minimum Standards for Jails in Ohio (Ohio Adm. Code 5120:1-8) and publishes the reports on its own website.
These three offices decide who sits in a cell in Portage County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
