The County Commissioners
They pay for the jail. The sheriff runs it.
- What they controlThe jail budget, the building itself, and the agreements that send prisoners to a regional jail or rent beds to other agencies. In Cuyahoga and Summit, the elected County Executive and County Council.
- What they don'tDay-to-day operations. The sheriff is separately elected and has charge of the county jail by state law (Ohio Rev. Code 341.01) — unless the county uses a regional jail run by a multicounty board.
- NoteThree commissioners (Alan Harold, Richard Regula, Bill Smith) with a county administrator; office at 110 Central Plaza South, Suite 240, Canton.

Notes on the record
- The sheriff's website listed in the state association directory (sheriff.co.stark.oh.us) is dead; the live site is starkcountyohio.gov/government/offices/sheriff.
- The Jail Division page names the jail and publishes its rated capacity of 526; the Office of Sheriff page separately describes confinement of 501 prisoners.
- The Jail Division page mentions a 2018 Certificate of Compliance from the state but does not post the inspection report itself, so the inspections check is no.
- It also says medical, mental health and food services are contracted to private companies, but publishes no contract, so the contracts check is no.
- Inmate Services covers commissary, mail, phone and video visitation; the only statement about price is that video visitation "cost is minimal (about the same as a phone call)", which is not a published rate, so the fees check is no.
- No inmate roster or in-custody lookup appears anywhere on the county's domain, and no bond or bail guidance, PREA material or deaths-in-custody information was found.
- The Auditor and Commissioners pages point county spending questions to the state's checkbook.ohio.gov site rather than posting a county budget, so the budget check is no.
- Canton is recorded as the county seat from the commissioners' published address (110 Central Plaza South, Canton); no page we opened uses the words "county seat".
- State inspection/oversight: Ohio's Department of Rehabilitation and Correction, through its Bureau of Adult Detention, inspects full-service county jails each year against the Minimum Standards for Jails in Ohio (Ohio Adm. Code 5120:1-8) and publishes the reports on its own website.
These three offices decide who sits in a cell in Stark County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
