The County Commissioners
They pay for the jail. The sheriff runs it.
- What they controlThe jail budget, the building itself, and the agreements that send prisoners to a regional jail or rent beds to other agencies. In Cuyahoga and Summit, the elected County Executive and County Council.
- What they don'tDay-to-day operations. The sheriff is separately elected and has charge of the county jail by state law (Ohio Rev. Code 341.01) — unless the county uses a regional jail run by a multicounty board.
- NoteNo Vinton County commissioners page could be opened; board name given from Ohio Rev. Code 305.01, not from a page.

Notes on the record
- Vinton County's elected sheriff does not run a jail: the county is one of five members of the Southeastern Ohio Regional Jail at Nelsonville, which opened in April 1998.
- The checks here were judged on the regional jail's own site, seorj.com, which the brief treats as first-party for its member counties.
- No Vinton County first-party site could be opened. The BSSA lists a communitynotification.com vendor portal, which counts for nothing. The domain vintoncounty.com returns casino spam on its front page, so it was not treated as the county's site and nothing was scored from it; a subpage there did list Sheriff Ryan Cain, but the domain is not trustworthy.
- Because no county page was opened, the county seat could not be sourced and the sheriff's name is recorded from the state association's directory, unconfirmed.
- The regional jail's inmate roster was opened and confirmed to be SEORJ's own current-inmate list (run date 20 Sep 2026); it is reached from the Inmate Information page.
- SEORJ publishes no capacity, budget, PREA, inspection, deaths, contract or bond material on the pages that were opened. Its own site is small — five pages — so this is a thin record, not a lost link list.
- State inspection/oversight: Ohio's Department of Rehabilitation and Correction, through its Bureau of Adult Detention, inspects full-service county jails each year against the Minimum Standards for Jails in Ohio (Ohio Adm. Code 5120:1-8) and publishes the reports on its own website.
These three offices decide who sits in a cell in Vinton County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
How much is your sheriff — and your judge — costing you?
Your VOTE is POWERFUL.
