Notes on the record
- Examined: the sheriff's home, booking records, staff directory, history and contact pages, and the county's home, departments, finance, budget-documents and agendas pages opened.
- The sheriff's booking records page names the Chesterfield County Detention Center (CCDC), 319 Goodale Road.
- Roster: the Southern Software Citizen Connect portal (AgencyID=ChesterfieldCoDetCtr) is the Chesterfield County Detention Center's own agency portal with an Inmate Confinements / current bookings search; the sheriff's site pages we read do not link it. Its records load dynamically and our reader saw only the search interface.
- Budget: the county posts approved budgets back to 2016-17 at https://www.chesterfieldcountysc.com/budget-documents, but the 2026-27 and 2025-26 PDFs had no machine-readable text, so no jail or sheriff line could be read; scored no.
- The county's departments page lists the Sheriff's Office but no separate detention center department.
- No capacity, PREA, bond, fee, contract, inspection or deaths material was found on the sheriff or county pages read.
- State inspection/oversight: The South Carolina Department of Corrections must inspect every county detention center each year and send written reports to county officials (S.C. Code 24-9-20). A county earns the inspections mark here only if it posts such a report on its own site.
These three offices decide who sits in a cell in Chesterfield County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
