South Dakota circuit judges are elected nonpartisan for an eight-year term (SD Const. Art. V §7; SDCL 16-6-3); a mid-term vacancy is filled by the Governor from two or more names put forward by the Judicial Qualifications Commission. Full-time magistrate judges are nominated by the circuit's presiding judge and approved by the Supreme Court, not elected (SDCL 16-12B-1.2). Every Lincoln County domain found this session (lincolncountysd.org and lincolncountysd.gov) failed on every fetch attempt, so no county-published source could be checked for any of the ten items or for the sheriff's jail operations generally. This is a recorded access failure, not a claim that Lincoln County withholds these records — and it should not be read together with the separate, well-covered state prison siting controversy in the county, which is a different facility entirely.
