Notes on the record
- Milwaukee County has a genuine structural split: the Sheriff's Office runs the Milwaukee County Jail (Criminal Justice Facility, 949 N. 9th St.), while the separate Community Reintegration Center (formerly House of Correction, 8885 S. 68th St., Franklin) is run by a civilian Superintendent (Chantell Jewell) appointed by the County Executive, not the Sheriff. Both are reported separately above.
- PREA: both facilities publish their own PREA pages on county.milwaukee.gov. The Sheriff's Office PREA page (county.milwaukee.gov/EN/Sheriff/PREA) states a zero-tolerance policy and complaint channels but no statistics. The Community Reintegration Center's PREA page (county.milwaukee.gov/EN/Community-Reintegration-Center/PREA) additionally publishes annual PREA reports for 2020, 2023, and 2025 with case-disposition data — the stronger of the two disclosures, cited above for the 'prea' check.
- Capacity, budget, and contracts figures are from the Sheriff's Office 2024 budget PDF, itself published on the county's own domain; it lists major contracts including Allied Universal (secured transportation), Axon (body cameras/tasers), State Process Inc. (service of legal papers), and ICS Solutions (occupant communications), and describes the jail's daily-population target (850) against 960-bed capacity.
- The Community Reintegration Center's own 2025 budget document (also on county.milwaukee.gov) gives a $65.5 million adopted budget and 363 FTE staff but no bed-capacity or average-daily-population figure.
- 'Inspections' marked no: the 2024 Sheriff's budget mentions that the office's own Investigative Services Bureau 'conducts inspections of agency field and detention operations,' but no published inspection reports or results were found on the county's own site.
- 'Deaths' marked no: no page on county.milwaukee.gov discloses in-custody death data; in-custody deaths at the jail have been reported by outside news organizations (e.g., Wisconsin Watch, Urban Milwaukee) but are not disclosed on the Sheriff's Office's or CRC's own site as of this research pass.
- 'Fees' marked no: the Sheriff's 'Pay Bail' page mentions that credit-card bail payments incur unspecified additional processing fees, but no dedicated, itemized fee schedule was found on either facility's own site.
- Bond info is specific to the pretrial jail (Criminal Justice Facility); the Community Reintegration Center primarily holds sentenced/Huber populations and its own site does not present bond-posting information.
These three offices decide who sits in a cell in Milwaukee County and what it costs the people who live here. Nationally, almost 77% of the people who died in local jails in 2019 had not been convicted of anything, and suicide was the leading single cause of those deaths (Bureau of Justice Statistics, Mortality in Local Jails, 2000–2019).
How much is your sheriff — and your judge — costing you?
Your VOTE is POWERFUL.
